RFP 2024-10 – FISCAL AGENT BANKING SERVICES

The Southeast Louisiana Flood Protection Authority-West (SLFPA-W) is soliciting a “Request for Proposal” (RFP) for Fiscal Agent Banking Services.

The proposed contract will be negotiated with the agent selected by SLFPA-W and will begin on January 1, 2025. The contract for Banking Services will be used for this agreement (see RFP packet).

The selection of a fiscal agent bank to provide the described scope of services will not be made on cost alone but may be based on the consideration of qualifications and related factors contained in the RFP.

The Request for Proposal (RFP) must be received by SLFPA-W no later than 4:00 p.m. CST, Friday, October 18, 2024.

The Southeast Louisiana Flood Protection Authority – West is soliciting bids for equipment rental needed for daily operations as well as during a state of emergency when normal business is or has been interrupted. These events can be hurricanes, levee breaks, floods, tornados, or any man-made disaster, such as an act of terrorism or any other type of emergency or disaster, and they may occur at any time.

Note: Rates shall include all costs associated with supervision, mobilization, demobilization, delivery, and pickup of the equipment. All deliveries will be made to 7001 River Road, Marrero, LA 70072.

The Southeast Louisiana Flood Protection Authority – West, for and on behalf of the West Jefferson Levee District and the Algiers Levee District, is seeking bids for the Official Journal for the period July 1, 2024 to June 30, 2025. The publication must cover the entire West Bank of Jefferson Parish and the entire West Bank of Orleans Parish, including Algiers.

RFQ 1-2024 Request for Qualifications “Engineering Services”

The Southeast Louisiana Flood Protection Authority – West, for and on behalf of its member Districts, West Jefferson Levee District and Algiers Levee District (hereinafter, “The Authority” or “Authority”), hereby invites you to submit a Statement of Qualifications for engineering assistance.

All potential contractors should be advised that contractors may, in certain circumstances be deemed public employees as defined by the Ethics Commission. Full disclosure to the Authority is required of any potential conflicts.

According to the provisions of LA. R.S. 12:301-302, any corporation that is not incorporated in the State of Louisiana must obtain a certificate of authority to transact business in Louisiana from the Louisiana Secretary of State, Corporations Division, 3851 Essen Lane, Baton Rouge, Louisiana 70809, Phone no. The firm, engineers, or surveyors shall be certified by the Louisiana State Board of Registration for Professional Engineers and Land Surveyors and shall possess current licenses throughout the term of the contract. The firm, engineers, or surveyors shall provide all services in compliance with the registration law for Professional Engineers and Land Surveyors (L.R.S. 37:681 through 37:703 as amended by Act 568 of 1980) and the rules of the Board of Registration for Professional Engineers and Land Surveyors.

ANY QUESTIONS REGARDING THIS REQUEST FOR QUALIFICATION SHOULD BE SUBMITTED IN WRITING TO THE REGIONAL DIRECTOR.

Questions must be submitted in writing and received by 3:00 p.m. CST, fourteen (14) calendar days before the statements are due. Official responses to all questions submitted by potential proposers will be answered seven (7) calendar days after receipt of the submitted questions.

All bids shall be accompanied by bid security in an amount of five percent (5.0%) of the sum of the base bid and all alternates. The form of this security shall be as stated in the Instructions to Bidders included in the Bid Documents for this project. The successful Bidder shall be required to furnish a Performance and Payment Bond written as described in the Instructions to Bidders included in the Bid Documents for this project.

A MANDATORY PRE-BID CONFERENCE WILL BE HELD at 10:00 AM (CST) on July 20, 2023 at West Closure Complex, 300 East Bayou Road, Belle Chasse, LA 70037.

Bids shall be accepted only from those bidders who attend the Mandatory Pre-Bid Conference and the Mandatory Jobsite Visit in its entirety.

A MANDATORY JOBSITE VISIT WILL BE HELD at 10:00 AM (CST) on July 20, 2023 at WEST CLOSURE COMPLEX.
The jobsite visit is mandatory for those submitting a bid. The jobsite visit being conducted by SLFPA-WEST will facilitate access to project features that are located on private property. Outside of the mandatory site visit, the Contractor may not have access to the features located on private property.

All questions shall be received no later than July 24, 2023 at 5:00 PM (CST). Answers will be posted to the SLFPAW website no later than July 28, 2023 at 10:00 AM (CST).

Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of Electrical Work. In accordance with LA. R.S. 37:2163(D), anyone objecting to the classification must send a certified letter to both the Louisiana State Licensing Board for Contractors and the SLFPA-WEST at the address listed above. The letter must be received no later than ten working days prior to the day on which bids are to be opened. Bidder is required to comply with provisions and requirements of LA R.S.38:2212 (A)(1)(c). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R.S.38:2214.

The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212 (A)(1)(b), the provisions and requirements of this Section, those stated in the advertisement bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity. When this project is financed either partially or entirely with State Bonds or federal funds, the award of this Contract is contingent upon the granting of lines of credit, the sale of bonds by the Bond Commission or the commitment of federal funds. The State shall incur no obligation to the Contractor until the Contract Between Owner and Contractor is fully executed.
