Mr. Noel is a licensed Louisiana Professional Engineer and began at the Southeast Louisiana Flood Protection Authority – West (SLFPA-W) in September of 2020.  He has over 15 years of engineering experience serving as the designer of record for flood protection and coastal enhancement projects and has served at the Executive level for multiple public agencies.
